CHAIRMANS MANUAL -     So check online to see if an updated version exists.   The version included here was published 1/20/2017.   This is the first "read" to understand the logistics involved..

          Although I have been repeatedly told their website is NOT the Official Communications site, committee reports and links to the Typhoon are not on FaceBook - the other medias contain relevant information.

TEACHERS AWARD MANUAL  This version was downloaded from National in November 2018.  It does not have date.   

The work involved is spread out over the year - and many actions have "cutoff" dates - attention to detail!   Stay in touch with the Teachers administering the programs at the schools!!   See if they have any questions or needs.

Time line of programs:
--  January - Department announces winners in VOD/PP/TA for Department - announcement may be in the Typhoon, their FaceBook page, or their website, or via Email.  The winning entries may or may not be published - download quickly if you find them posted - they won't be there long!!!   Request them if they are not posted!!  
--  January - Post Chairman notifies schools of results and relative placement of our entries - if available - from Dept. - again, prodding may be required!
--  February - National Announces winners in VOD/PP and posts result on National website.  
--  February - National Announces winners in the TA program and posts results on website AND notifies winners directly.
--  February - Chairman notifies schools of results from National.  National normally posts all Department/State winning entries - this link should be  provided to the schools.
--  March-April -  all items for Jr. High awards ceremony must be in the hands of the representative attending ceremony.  This allows time to correct for "screw ups".
--  March  - Post elections and VOD/PP/TA Chairman appointed
--  April-May -  Jr. High School has awards ceremony, date varies - Chairman or post representative to attend.
--  March/April  -  Post votes on which programs are to be supported in the coming Fall  - VOD/PP/TA
--  April -  Funds budgeted for supported programs voted on.  Any LOT purchases must be decided upon prior to vote.  Budget may be tiered - i.e. amount if a lot purchase is made, amount if no lot purchase is made.  This concept needs to be somehow implanted in the minds of the members!
--  May  - post determines amount of stipend from Department  if any (this would show up as a surplus in reserve fund that can be used the following year)
--  May - Suggested gift list and costs submitted to membership for supported programs
--  May-June  -  Gift selection for programs supported voted on
--  June-December - Chairman orders gifts as appropriate, orders certificates and adds winners name and school,  prints name on red envelopes, orders certificate holders
--  June - High School has awards ceremony, date varies - Chairman or post representative to attend.  All items for  High School  awards ceremony must be in the hands of the post representative attending by June 1. 
--  June - Teachers Awards ceremonies, if supported - Chairman or post representative to attend.  All items for the  Teachers Awards ceremony must be in the hands of the post representative attending.
--  August-September - National announces topics for VOD/PP
--  August-September - Chairman Briefs Jr High and High School on VOD/PP programs with deadlines - provides entry forms, guidelines of submissions, and rules, 
--  August-September - Chairman Briefs Teachers/Principles of Elementary, Jr High, and High School on Teachers Award  with deadlines and provides entry forms and rules
--  October 31 - all entries from VOD/PP/TA to be filed with Post.
--  November 15 - District judging completed and filed with Department - date varies
--  December 15 - Department Judging completed - date varies

All entry forms originals,  copies of department filings,  photos, and entries to be maintained by Chairman and entries made available to membership upon request - or posted on official communications media ..

REPORT PACKAGE VOD/PP   These are the documents required for reporting entries to Department.  Please check when and where all documents are to be filed.   In 2018, it was changed to emailing everything to the Department Chairman.  A new chairman may change this.  Maintain a Copy!   

VOD SCHOOL BRIEFING  This is not a required document from Department or National, but IS important, and the best method to inform the teachers of the schedules.   The current contacts at Morrison are listed here.  Please keep the contact list updated for future reference.

VOD/PP ENTRY FORM - SAMPLE - This is a sample only,  you must download the forms  from VFW.ORG each year when the programs are announced by National.   They are not on their website until fall semester is about to start..

I have not included judging forms for VOD?PP because the judging is done by the school participating.  If additional schools are enlisted to participate, you will need the judging criteria and forms from VFW.  Copies of all forms filed are to be archived by chairman.

NOVEMBER  2018 UPDATE ON DEADLINES!!!   IMPORTANT!!   This method of filing and judging may change with the next department chairman - make sure you stay updated.   For us, being able to file via email is an advantage.  Otherwise, our entries must be hand-carried, or mailed to an APO address.   

As a note:  this year - the Department Chairman decided to change filing dates and how to file  - and published his changes in the Department's October Committee Report.  Keep in mind the Committee Reports can only be accessed from their Website and not from their stated OFFICIAL COMMUNICATIONS channel - Facebook.    No notifications to posts were made!    The committee report  was published at the end of October!    Filing date for district was changed to an earlier date - Nov. 14  - and submissions to be done by Email  (the later a good change) - and district must retain originals.  This change was done after the filing dates were initially published in September.   Also, Department does not publish which committees meet or when.   I suggest when you look to see if a new report from the VOD chairman is there, you check out the other committees as well - there might be something important of which we should be aware.  I like the change to be able to file by email - that is an improvement that I hope will continue for the future.  

Please remember, this site/disk contains the history of past winners and recent years submissions.  Hopefully you will continue this practice.   M/S FrontPage is a very simple to use website creator/editor.  F/P Version 2000 was used here.

The Teacher's Award program takes a little more work than the VOD/PP programs!   The teachers at the school's need to be informed if the Post will sponsor the program and how a teacher is nominated!   Teachers can be nominated by  students, fellow teachers, or parents.     Post 727 ran the Teacher's Award program for a  few years when the post had 100% membership and qualified for All American - which they achieved.   And to obtain a Nominee was a much simpler process then as well.  While Post 9957 is enjoying a 100% membership, it is advantageous to run this program in 2019-20.  Morrison Academy teachers have been informed that Post 9957 will sponsor the program for 2019-20.  I  anticipate entries in the fall of 2019.

 When national announces winners, they post the winning entries online for a short period - the post chairman must stay abreast of these announcements and inform the school of those that are relevant.  The Department winners were posted on their website.  Hopefully the practice of posting District winners and their relative positions will become standard practice.    

It is also important to stay in contact with the Department Chairman.  In 2017, the Department chairman   vacated  his position mid-term and returned to the states without notification of the change to anyone but the department commander.  And the department commander did not notify Posts of the change!  It MAY have been posted on their website or facebook page - but I didn't see it!!!!  We did not get credit for entries because they were sent to a chairman that WASN'T THERE!!!!  Pissed me off!!!     Stay in contact with the chairman and department to insure this doesn't occur again!  I really dislike the excuse "wasn't my fault" - but in this case - it wasn't my fault!!!

 

 

 

So here are some examples of the paper work needed - all linked from above.   The briefing report isn't in the VFW manual, but logically the best method to inform the school(s).    These briefs would include the Teachers Award info and be sent to the school principles of the participating schools - being that we are currently working with only one school and utilize school resources to evaluate the entries, these briefs are sent to the teachers involved in the process.  (We did not include information on a Teachers Award for the past three years.)     A blank entry form for each program is also forwarded to the teachers - they can duplicate as needed.   Participation reports are also needed and links exist above. and are included in the Chairperson's Manual.   When the entries are sent back to the post, the entry forms are signed by the chairman before electronically forwarding to  Department.      Here is a sample entry form.   Naturally, the entry forms change each year because the topic changes each year

Hopefully all District / Post VOD / PP / Teacher’s Award Chairmen have begun making contacts with students and teachers for this year’s VOD / PP / Teacher’s Awards nominations. For those that have not, the themes to this year’s contest are:

Voice of Democracy: “American History: Our Hope for the Future”

Go to – www.vfw.org/community/youth-and-education/youth-scholarships. Read the information and then click on the links.

WHO CAN ENTER:

The Voice of Democracy Program is open to students in grades 9-12 (on the October 31, 2017 deadline), who are enrolled in a public, private or parochial high school or home study program in the United States and its territories. Students can still apply even if their school does not support the program by working with the nearest VFW Post.

HOW TO ENTER:

Download the Voice of Democracy entry form and brochure to submit your essay to your local VFW Post. Students should record their reading of the draft to an audio CD or flash drive. The recording can be no shorter than three minutes and no longer than five minutes (plus or minus five seconds). Entries begin at the Post level. Once the student creates their essay and completes burning the audio version to an audio CD/flash drive, they can submit their typed version, CD/flash drive and the Voice of Democracy entry form to their participating VFW Post by the 31 October 2017 deadline.

Remember: CASSETTE tapes are not permitted.

Patriot's Pen: “America's Gift to My Generation”

WHO CAN ENTER:

The Patriot's Pen program is open to students in grades 6-8 (on the 31 October 2017 deadline), who are enrolled in a public, private or parochial school or home study program in the United States and its territories. Students can still apply even if their school does not support the program by working with the nearest VFW Post.

HOW TO ENTER:

Download and complete the Patriot's Pen entry form and brochure. Essays must be no less than 300 words and cannot exceed 400 words. They should be submitted to their participating VFW Post, along with the completed Patriot's Pen entry form no later than the October 31, 2017 deadline. Students can ask a teacher or youth group leader to supervise their progress in the competition.

Deadline to the Post is 31 October 2017. To Department by 30 November 2017.

WHO SHOULD YOU NOMINATE?

Teachers who promote civic responsibility, flag etiquette and patriotism are prime candidates for the award. If you know a teacher who plans field trips to city hall, organizes community volunteer projects or invites local veterans to speak in class, anything to help students develop a better understanding of democratic values and beliefs, this award is for them.

HOW DO I SUBMIT A NOMINATION?

Step 1: In 350 words or less, describe why you feel your nominee is deserving of the award. Be sure to describe the teacher's innovative teaching and resource development methods, as well as his or her dedication to education.

Step 2: Download and complete the Smart/Maher VFW National Citizenship Education Teacher Award nomination form.

Step 3: Submit the nomination form along with your explanation to your local participating VFW Post by 31 October 2017.

Note: Nominations can be submitted by fellow teachers, supervisors or other interested individuals. Nominations submitted by relatives or self are not eligible.

HOW THE CONTEST WORKS:

Based on the nominees submitted, VFW's local chapters - called Posts - will recognize one outstanding teacher in grades K-5, 6-8 and 9-12. Posts then submit their winning names to their District-level judging. From there, the selected winners are forwarded to the Department-level (state-level). Once they are judged on a state level, the winners are passed along to VFW National Headquarters for consideration in the national awards contest.

Deadline to the Post is 31 October 2017. To Department by 30 November 2017.

I have high hopes and expectations for this year’s VOD / PP / Teacher’s Award Program. I’m counting on each District / Post to promote the program with the hopes of having our best results for this year’s selection for the Department of the Pacific Areas.

District Commanders Request you send me the name of your VOD / PP / Teacher’s Award Point of contact, including an email address that they answer quickly.

NOTE: If your Posts or Districts do not have any entries you can still help by donating funds to other Posts or Districts that do have entries.

VFW National Citizenship Education Teacher Award  Program

This program recognizes outstanding Teachers in Elementary, Jr. High, and Senior High School.   Teachers are nominated by fellow teachers, supervisors, or interested individuals (such as parents).   Nominating individual should submit in 350 words or less why this teacher should be selected with Entry Form (see page 3), and a Photo of teacher nominated to local VFW contact provided below.   (Editor's Note:  Teacher must be a U.S. citizen or U.S. green card holder with a Social Security number.)

SCHEDULE –

1.  Brief School Principals and teachers prior to or at start of school in fall (briefing can be done in the spring at school award ceremonies).

2.  Provide Entry forms to Schools participating.

3.  Nominated Teacher entry form submitted to post by Oct. 31.

4.  Judging completed by post prior to Thanksgiving

5.  Post winners to be notified by December 5.

6.  Winners from each school to be submitted to Department by (date TBA) complete with proper forms* and pictures.

7.  January 10, Completion of Department Judging
